General Background Check Policy ~ WHRH 246- Refer to agency policies for specific check requirements by classification or position
- Sec. 246.130 Agency Background Check Procedures
- Sec. 246.140 Background Check Resources (use as needed to perform additional checks not provided by DOJ or TruView)
- In-house (WI only) checks thru DOJ WORCS (Wisconsin Online Record Check System)
- For candidates that haven't lived/worked outside of WI

Typical Background Check Steps
- Choose the appropriate TruView Standard Package option to initiate the SSN Trace
- Determines whether an In-house (WI-only) or OOS search/check is needed
- Confirms candidate info, including aliases and address history
- TruView will determine if OOS checks need to be run based on OOS results
- If SSN Trace confirms the candidate has lived/worked outside of WI
- The Standard Package checks will be completed by TruView
- For caregiver positions, both the TruView package option (including the OOS Child Abuse Registry) and the DOJ WORCS checks need to be completed
- If SSN Trace confirms the candidate has only lived/worked in WI, only request an In-house check thru DOJ WORCS
General Information and Recommendations:
- Standard Package Searches/Checks
- Global Watch List search is different from an International Check; if flagged, follow agency process to determine next steps.
- Optional Items may be added to the Standard Package at additional cost but these are typically not recommended and may not be necessary. Always refer to agency policies and consult with HR management.
- International Checks - typically not needed; tend to be unreliable and can take much longer to process
- Professional License - use DSPS for WI check, if OOS check is needed then may use TruView
- Education – request official transcripts from candidates when needed
- Adverse Action - to comply with FCRA, send both the pre-adverse action letter and the adverse action letter to candidates in the event that background screens identify something that is unacceptable for employment —a criminal conviction, bankruptcy, or inclusion in a sex offender registry or government watchlist, for example.
